Bulgaria energy commission approved construction of 7th unit at the Kozloduy NPP

Bulgaria energy committee in the national assembly approved a draft decision tasked the Council of Ministers (MC) to conduct negotiations with the US government for the conclusion of an Intergovernmental Agreement for the construction of a new nuclear power plant at the Kozloduy NPP with AR1000 technology (unit 7 of the Kozloduy NPP).

In the adopted decision it is written that the Council of Ministers , through the Minister of Energy, by March 1, 2023, must take all necessary actions for the construction of an energy facility – a nuclear power plant for the site number 2 – unit 7 approved by the Nuclear Regulatory Agency (NRA) of Kozloduy NPP In addition the MC must take all the necessary actions to start the licensing procedure and the EIA procedure for the construction of a second identical unit on the site approved by the NRA ( unit 8 of the Kozloduy NPP).

The Council of Ministers must also make a decision to declare the energy project-a nuclear power plant as an “object of national importance” in the sense of the Law on Territorial Planning and as a “national object” in the sense of the Law on State Property.

Four new nuclear reactors by the year 2050 are foreseen in the strategy for the development of the nuclear energy industry in Bulgaria, said the Minister of Energy Rosen Hristov before the relevant parliamentary committee.

Two of the reactors will be on the existing Kozloduy NPP site. Two more will be at the site in “Belene”. Minister Rosen Hristov said that it is good to have more competition for what kind of reactors should be:

Construction is synchronized with the decommissioning of the existing 5th and 6th units , so that ideally by 2050 we will have 4,000 MW of operational nuclear power.On technology, my recommendation is not to focus exclusively on the American side, but to negotiate with several strategic partners, including Westinghouse, Framatom, Skoda, IDF, as this gives a competitive environment and more flexible options.

The Acting Minister of Energy will present his strategy for the development of nuclear energy at a forum next week, it became clear already at the meeting of the Committee on Energy in the National Assembly, BNR reported.
